Development and Implementation of Training Packages

There are 3 stages to Training Package development and implementation in Western Australia.

Stage 1. Department of Education, Employment and Workplace Relations (DEEWR) and the Industry Skills Council (ISC) coordinate the development of Training Packages (click here) Updated 25/3/2008

Stage 2. WA Department of Education and Training develops purchasing guides to allocate training hours and make the information available on STARS and VETinfoNet (the new Training Package Purchasing Guide Development Process will be available shortly)

Stage 3. The RTO is responsible for ensuring the package is on their scope and preparing delivery and assessment strategies

These guidelines are aimed at providing assistance to registered training organisations (RTOs) regarding transition arrangments where a Training Package is revised, including Industry Skills Council (ISC) Upgrades (formerly Category 1) and National Quality Council (NQC) Endorsement Required (formerly Category 2) changes.

Frequently Asked Questions - Importing Units of Competency in Training Packages

The National Quality Council (NQC) encourages Training Package developers to use relevant units of competency from other endorsed Training Packages in qualifications. This leads to portability of skills for individuals across a range of work and industries, and supports effective use of national training resources and efficient training delivery.

Employability Skills

Employability Skills Summary

A set of free resources on employability skills is now available to the VET sector at the following temporary website: www.employabilityskillsresources.com

The resources will be moved to http://training.com.au in the near future.
They were designed for widespread distribution across, and use within, VET.
The resources include:

  • six professional development resources
  • three pamphlets, one for learners, one for employers and one for RTOs
  • nine articles with an accompanying PowerPoint presentation.

These resources are products of a project conducted by the National Quality Council from late 2006 – early 2008 on employability skills. The project involved the development and piloting of an approach for assessing and reporting on employability skills in Training Packages and the development of a professional development strategy and associated resources for implementing that approach. The project also involved the development and initiation of a communication strategy, which resulted in the development of the articles and pamphlets.

Skills sets are defined as those single units or combination of units which link to a licence or regulatory requirement, or a defined industry need.

New Business Rules for Pre-apprentice Programs

Pre-apprentice programs have been reviewed and will now align to new Business Rules. Implementation will occur from semester 2 this year for automotive, general construction and electrotechnology, with all other pre-apprenticeships implemented in 2009.

Business Rules include:

  • Completion of a Certificate I qualification
  • Additional units to articulate into the first semester of an apprenticeship program
  • New units for work placement and project based learning
  • Additional units to support language, literacy and numeracy skills
